රජයේ සේවයේ විනිවිදභාවය, කාර්යක්ෂමතාව සහ වගවීම ඉහළ නැංවීමේ අරමුණින්, “අඛණ්ඩතා සංස්කෘතියක් – පිරිසිදු ශ්රී ලංකාවක්” (A Culture of Integrity – A Clean Sri Lanka) යන තේමාව යටතේ ජාතික අඛණ්ඩතා සතිය 2026 ජූලි 27 වැනි දින සිට 31 වැනි දින දක්වා ක්රියාත්මක වේ.
ජනාධිපති ලේකම් ආචාර්ය නන්දික සනත් කුමනායක මහතාගේ අත්සනින් යුතුව නිකුත් කරන ලද විශේෂ චක්රලේඛයක් මත, ජනාධිපති ලේකම් කාර්යාලය සහ ‘පිරිසිදු ශ්රී ලංකා’ වැඩසටහන ඒකාබද්ධව මෙම ජාතික මෙහෙයුම ක්රියාවට නංවයි.
ආරම්භක උත්සවය සහ මූලික අරමුණු
මෙම සතිය නිල වශයෙන් ආරම්භ වූයේ අද (ජූලි 27) පෙරවරු 9.00 ට ජනාධිපති ලේකම් කාර්යාලයේදී සහ දිවයින පුරා පිහිටි සියලුම රාජ්ය ආයතනවලදී රාජ්ය නිලධාරීන් විසින් ජාතික අඛණ්ඩතා ප්රතිඥාව (National Integrity Pledge) ලබා දීම සහ නව චර්යාධර්ම සංග්රහයක් (Code of Ethics) හඳුන්වා දීමෙනි.
මෙම වැඩසටහන හුදෙක් සංකේතවත් සතියකට පමණක් සීමා නොවී, දූෂණයෙන් තොර කාර්යක්ෂම පාලන තන්ත්රයක් බිහි කිරීම සඳහා කෙটිකාලීන, මධ්යකාලීන සහ දිගුකාලීන ප්රතිසංස්කරණ ආරම්භ කිරීම අරමුණු කරයි.

මෙම සතිය තුළ සෑම දිනකම විශේෂිත අවධානයක් යොමු කෙරෙන තේමා යටතේ වැඩසටහන් ක්රියාත්මක වේ:
ජූලි 27: ආයතනික අඛණ්ඩතාව සහ නීගරුක රාජ්ය සේවයක් ප්රවර්ධනය කිරීම.
ජූලි 28: මූල්ය, ඩිජිටල්, ව්යවසායකත්ව සහ තාක්ෂණික අඛණ්ඩතාව ප්රවර්ධනය කිරීම.
ජූලි 29: අධ්යාත්මික, සදාචාරාත්මක, සංස්කෘතික සහ සමාජීය අඛණ්ඩතාව ප්රවර්ධනය කිරීම.

ජූලි 31: පාරිසරික, සම්පත් කළමනාකරණ, ග්රාමීය සහ ප්රජා සවිබල ගැන්වීමේ අඛණ්ඩතාව ප්රවර්ධනය කිරීම.
පොදුජන පැමිණිලි සහ ඩිජිටල් අධීක්ෂණ ක්රමවේදය
රාජ්ය ආයතනවල සිදුවන දූෂණ, පරිපාලනමය අඩුපාඩු හෝ විෂමතා පිළිබඳව ජනතාවට දැනුවත් කිරීම සඳහා ජනාධිපති ලේකම් කාර්යාලයේ මඟපෙන්වීම යටතේ සෑම රජයේ ආයතනයකම අභ්යන්තර කටයුතු ඒකක (Internal Affairs Units) පිහිටුවා ඇත.
පැමිණිලි ඉදිරිපත් කළ හැකි ක්රම: QR කේත (QR codes), විද්යුත් තැපෑල (Email), තැපෑල, දුරකථන මාර්ග හෝ වෙබ් පාදක පණිවුඩ යෙදුම් හරහා පැමිණිලි යොමු කළ හැකිය.
අධීක්ෂණය: ආයතන ප්රධානීන් විසින් මෙම පැමිණිලි සම්බන්ධයෙන් ගන්නා ක්රියාමාර්ග නිරීක්ෂණය කිරීම සඳහා විශේෂ ඩිජිටල් අධීක්ෂණ පද්ධතියක් ද ක්රියාත්මක වේ.
දෙසැම්බර් 31 දක්වා සහ ඉදිරි වැඩපිළිවෙළ
ජූලි 31 වැනි දිනෙන් ජාතික අඛණ්ඩතා සතිය අවසන් වුවද, මෙම වැඩසටහන එතැනින් නතර වන්නේ නැත. එය දිවයිනේ සියලුම රජයේ සහ අර්ධ රාජ්ය ආයතන තුළ අඛණ්ඩව 2026 දෙසැම්බර් 31 දක්වා දීර්ඝ කර ක්රියාත්මක කෙරේ.
තවද, රාජ්ය සේවයේ අඛණ්ඩතාව ප්රවර්ධනය කිරීම වෙනුවෙන් ආදර්ශවත් ලෙස කටයුතු කළ ආයතන සහ නිලධාරීන් ඇගයීම සඳහා ජාත්යන්තර දූෂණ විරෝධී දිනයට සමඟාමීව (දෙසැම්බර් 09 වැනි දින) ජාතික අඛණ්ඩතා සම්මාන උළෙල (National Integrity Awards) පැවැත්වීමටද නියමිතය.
A Culture of Integrity – A Clean Sri Lanka” – National Integrity Week 2026
With the objective of enhancing transparency, efficiency, and accountability in the public service, National Integrity Week 2026 is being held from July 27 to July 31 under the theme “A Culture of Integrity – A Clean Sri Lanka.”
This national initiative is jointly implemented by the Presidential Secretariat and the “Clean Sri Lanka” Programme, following a special circular issued under the signature of Secretary to the President, Dr. Nandika Sanath Kumanayake.
Opening Ceremony and Core Objectives
The programme officially commenced this morning (July 27) at 9:00 AM at the Presidential Secretariat and all government institutions nationwide, featuring the administration of the National Integrity Pledge by public officials and the introduction of a new Code of Ethics.
Rather than serving merely as a symbolic week, this initiative aims to set short-term, medium-term, and long-term reforms in motion to establish a corruption-free and efficient administrative framework.
Daily Focus Themes
Throughout the week, special attention will be directed toward specific themes scheduled for each day:
July 27: Promoting institutional integrity and law-abiding public service.
July 28: Promoting financial, digital, entrepreneurial, and technological integrity.
July 29: Promoting spiritual, ethical, cultural, and social integrity.
July 30: Promoting operational, infrastructure, service delivery, and labor integrity.
July 31: Promoting environmental, resource management, rural, and community empowerment integrity.
Public Complaints and Digital Monitoring Mechanism
To enable the public to report corruption, misconduct, or administrative shortcomings within government institutions, Internal Affairs Units have been established in every state institution under the guidance of the Presidential Secretariat.
Methods for Submitting Complaints: Complaints can be submitted via QR codes, email, postal mail, telephone, or web-based messaging platforms.
Monitoring: A dedicated digital monitoring system is in place to track the actions taken by institutional heads regarding these complaints.
Continuation Until December 31 and Future Outlook
Although National Integrity Week concludes on July 31, the programme will not end there; it will continue to be implemented across all government and semi-government institutions until December 31, 2026.
Furthermore, to recognize institutions and officials that set an exemplary standard in promoting public service integrity, a National Integrity Awards ceremony is scheduled to be held in conjunction with International Anti-Corruption Day on December 9.
